Editorial comments: | Confusingly the telegram is dated 9 May (when it was drafted) but also openly refers to 11 May. The latter date is clearly the correct one. For some reason, perhaps pressure of business, the letter does not appear on the registered series of Prime Ministerial messages. Drafting material follows the document.
