| Editorial comments: | The pencil comments on p2 are by Eddie George. This paper would appear to be the one on which Nigel Lawson commented to Geoffrey Howe on 28 September 1980. Christopher Dow Inside the Bank of England , p172, seems to be referring to this paper but if so, he was evidently incorrect in saying that “it was a matter on which the Bank was not consulted and did not hear about till later”. |
