Internal evidence suggests the document relates to events on 30 May. OD(SA)(82) 47th took place that day at 1500Z, with Cooper in attendance; the surrender call was discussed; MT sent a message to Mitterrand that afternoon on the Exocet/Peru issue. The signal attached would appear to have been sent on 20 May but the handwritten amendments might have been made following or during discussion at OD(SA).

The handwriting looks to be that of Cooper's PS, Simon Webb.
