This seems to be a message from Fieldhouse to the four main commanders - Woodward, Moore, Thompson and Clapp.

CTF317 = Admiral Fieldhouse, CINCFLEET; CTG 317.1 = Major General Moore (Commander Land Forces Falkland Islands - CLFFI); CTG 317.8 = Rear Admiral Woodward; CTG 317.0 = Commander Michael Clapp (COMAW); CTG 317.1.1 = Brigadier Julian Thompson (commanding 3 Commando Brigade), Land Deputy CINCFLEET = General Trant.
