These would appear to be notes for the meeting rather than of it, reflecting things told him by MT which he was passing on to the other Chiefs. The note at foot of the page says the document was extracted from Lewin's meeting pack for the COS meeting, probably in the form of a sheet he had torn out from a government issue spiral notebook, judging from the size and also the faint presence of lines. One of these notebooks survives in his private papers as LWN 1/25.
