CINCFLEETs' minute is preceded by a cover note by Lewin sending it on to Nott. The document can be found on FCO7/4609 with a circulation sheet identifying it as COS(Misc)137/742/1, dated 19 Apr 1982 where it is preceded by a brief covering letter from Fieldhouse to Lewin stating: "It is recognised that the plan is short on detail, but the basic considerations have been carefully researched and work will continue to refine the plan".
