Editorial comments: | 1315-1400 EDT = 1815-1900-1530 GMT. The holograph notes are in the handwriting of Colonel Mike Wheeler, the NSC notetaker. No typed minutes appear to survive in this file. Perhaps they were never written up, because there is no sign that such a document has been closed for review. Nor is there the customary covernote submitting the complete minutes to the National Security Adviser. A typed account of the President's concluding remarks to the meeting is appended, from the files of Richard Pipes (NSC Pipes Box 3).
