The Rio Pact of 1947 - INTER-AMERICAN TREATY OF RECIPROCAL ASSISTANCE - applies to an area bounded by the 50th meridian at its west. It seems to be this line of longitude that is being referred to in the note. It is in the handwriting of Haig's Chief of Staff, Woody Goldberg, on the back of the "Papers Needed" note of 8 April.
