Date estimated 1 April. Unfortunately p2 of the document is missing, and is not present in the original file itself apparently, judgling from the folio numbers. At this time Ambassador Carlos Lucas Blanco was Director-General of the Malvinas and Antarctic section of the Argentine MFA, effectively no.3 in the hierarchy regarding Falklands business.
