Editorial comments:

Time estimated as around 2100Z - Costa Mendez met Ambassador Williams around 2045Z and mentioned that he was about to enter a meeting with the Junta. On the other hand Tata Yofre times the meeting as 0930 local (1230Z) in his book, 1982 (p175) and that is the timing in Rattenbach also (para 216). Rattenbach gives a fuller record of the meeting than the minutes themselves supply, noting decisions reached before and after Costa Mendez's arrival at the meeting. Transcript and translation by Ms Katiuska Borjas, a native Spanish speaker; the editor is deeply grateful for her help. The Rattenbach Enquiry was the Argentine equivalent of the Franks Review. Its archives supply the principal surviving record of Argentine decision-making immediately before and during the war. Read other documents selected from the Rattenbach files
