Editorial comments:

Date estimated from content, which clearly derives from the Niormandy conversation. Charles Powell made notes of the conversation on the reverse of the briefing cards, providing an unusual insight into his methods of preparing meeting records - notably that the final records were much longer than the original notes. Ordinarily Private Secretaries made notes in standard issue government notebooks which were returned to the Cabinet Office when full and subsequently destroyed.
