In his book First Confession: A Sort of Memoir (2017) Chris Patten recalls what was surely this meeting, his first bilateral with MT as Envirioment Secretary, weeks after his appointment, and says there "appeared to be no minutes" (p146). Perhaps in fact they did not reach him, since minutes there were, evidently. MT had asked to see him before she went on holiday - see minute at end of document.
