Editorial comments:

Only a small fragment relating to Belize has been released. Assad Shoman was the minister referred to in MT's Oval Office discussion of Belize in February 1981, according to the British record of the conversation. The US record suggests in fact that the Minister of the Interior, Carl Rogers, was being discussed on that occasion, perhaps in addition to Shoman.
