| Editorial comments: | A long "informal record" of the Council also survives in FCO files, available here, as well as a telegram account of the Council by the UKREP to the EC, Michael Butler, which can be read here. Even so, the FCO felt itself poorly informed as to "how the unsatisfactory conclusion at Milan came to be reached" which Robin Renwick's letter was designed to remedy, apparently with success - see the last page of this document.
