E on Pay Policy - Hesseltine [Michael Heseltine] put his usual pay restraint for social investment line and was completely squashed by everyone - a good discussion on reducing pay - did not settle on public sector pay factor, but I think they will.

Alfred Goldstein - threatened that he would not get follow-up to Serpell enquiry and by Peter Baldwin that he would not get KBE. Alfred insisted on a break-even railway option.

PM mad at question time due to Heath’s attack on her - “exorcet&rdquo [sic] “treatment of previous admin by the PM and her advisors [no closing quotation marks]

PM meeting on unemployment - Tebbit v. good

proposed only job splitting - no more add exp on unemployment, but proposes to expand my YWS to those who finish YOP [Youth Opportunities Programme], YTC
