Memo supporting application of retention and recruitment and criteria in fixing A/F pay.

Saw David Howell about TRRL [Transport & Road Research Laboratory?] racket: he did not know about it but acknowledged that tricks were being employed to keep the staff up (as he experienced at Harwell Atomic Egy)

Wrote to Peter Middleton about the IG [Indexed Gilts] Issue last Friday and the general problem of conversion as inflation comes down
