New outburst by companies in FT at IR proposals for tax avoidance legislation.

M.S [Michael Scholar] said he contacted J Kerr in C/E [Chancellor of the Exchequer s Private Office] and they do eventually want to legislate on upstream loans etc. and reluctant to say anything in budget speech.

PM wrote very nice letter to Peter Newman [head of Economics Department at Johns Hopkins]

Adrian Small - same reservations about CPRS unemployment study - no supply side as in Minford model.

CW<[Clive Whitmore] had reservations about Ferdy Mount - (a) not worked in bureaucracy (b) journalist
