V. Hectic day

CPRS - work program [sic] R. Ibbs, JH [John Hoskyns], and me

PM very keen on working on unemployment its causes and the cures. Minford & Layard to be consultants to preserve balance.

Indexed Gilts Mtg Bank + Treasury - Kit McMahon supported my argument that OPEC purchases were unlikely to [sic]. Poor performance by Goodhart

Tax issue - but Bank has always argued this helps sales.

Misc 14 GH [Sir Geoffrey Howe] in chair - all except NT [Norman Tebbit] + KJ [Keith Joseph] - very nervous about doing anything in case it leaks out - [dot in circle symbol = end of trail?] asked NT to look.
