(The files are now available at FCO30/5961-62: note Aug 2023). The record is significantly fuller than those generally kept by the FCO for European Councils, particularly in giving accounts of bilaterals and discussions between Foreign Ministers. No formal minutes are supposed to be kept by the Council itself, although an informal “proces-verbal” may exist in the archive of the European Council in Brussels. |
