Editorial comments: These undated notes would appear to be a summation of conclusions MT drew from the Chequers seminar on the Soviet Union on 8 September 1983. (They are carefully written out, in full sentences, which was not MT’s habit when jotting notes DURING meetings or when reading documents in preparation for one.) Possibly they were written as a basis for reporting what had been discussed to a third party - perhaps President Reagan, whom she met at the end of the month.
