Editorial comments:	This note was probably sent to MT by Coles in commentary on UKE Buenos Aires telegram 91, sent at 1642Z, in which Costa Mendez warned that "our harsh action will produce a harsh response". The reference to the FCO's reply (which was sent at 1928Z) suggests MT saw the former during the evening, probably during her dinner with Mrs Gandhi.
