| Editorial comments: | T.H. is identified as Higgins by the reference to his time as Economic Secretary (under Heath). The appointment diary gives two possible dates for the meeting - 18 March or 24 July. The former is marginally preferable, because of the reference to withholding - if that is the word. Gow's notes are always difficult to read, and in fact the crucial word seems incomplete. |
