Afternoon. Council proceedings take place behind closed doors, though national delegations often give extensive press briefing as to what has been said and done (not always reliable). There are several other drafts of this speech in the relevant file at Kew, PREM19/133. Generally British ministers and officials also constructed a detailed written record of proceedings, but none has been found for this Council.
