Editorial comments: Tab A would appear to have been a cutting from the Guardian of 20 Nov 1979 by Hamish McRae, “Threadneedle Street deserves the flak it’s getting from Right”, which gives an account of Gordon Pepper’s speech to the Society of Investment Analysts on 19 Nov (excluded here for reason of copyright). The lines of his criticism are apparent from the Treasury memorandum which follows the Lankester minute below.
