SUBJECT: Public Diplomacy Program for South Africa

I have attached a brief memorandum from you to the SPG offices accepting the written report, prepared by Dave Miller, and approving the plan as presented to the SPG on October 2, at Tab I. I think it is important to underscore the Administration's commitment to this program and ensure that the momentum is sustained.

Dave Miller has been the heart and soul of this initiative. As you know, he returned to Zimbabwe on October 3. He indicated that he would be back in early November to review progress on this program. A young, intelligent, and highly articulate FSO, Keith McCormick, with South African experience, has been holding the shop together in Dave's absence. One of our immediate challenges would be to find a permanent replacement. Dave Miller comes immediately to mind, but both Chet Crocker and Frank Wisner want him to complete his tour, which runs to spring, 1986. Meanwhile, they are considering suggesting Doug Holladay who, as you know, is in the White House's Office of Public Liaison. He brings some credentials to the job, and we would be interested in your reaction to his candidacy. We would also be interested if you have any other candidates to suggest.

OMB has concurred in the memorandum.

RECOMMENDATION

That you sign the memorandum at Tab I to State.
