Dear George BushGeorge

I send you my warmest congratulations upon your election as President of the United States. Your decisive victory is a personal triumph and an historic achievement.

This is a time of tremendous opportunity for the West. Your unrivalled experience of government will be a unique asset for NATO and will enable America to continue to give the strong leadership which the West needs. I look forward to working with you in meeting the new challenges before us, in that same warm spirit which has marked the relations between our two countries for so many years. I believe that our firm friendship is the best possible foundation for that.

I look forward, too, to seeing you in Washington next week. Until then, Denis ThatcherDenis and I send you and Barbara BushBarbara our warmest good wishes.
