We also have to be good businessmen and people capable of starting up great new industries, just as some of the great people of the past. You know, the Brunel, the Stephenson, the De Havilland, the Morris. They were not only marvellous engineers, they had a genius of building up a business. Now some of them have got to do that, and they will employ the greater number in carrying out the development of the business.

Which brings us on to the Cabinet reshuffle. Is Leon Brittan really the man to galvanise Midland industrialists?

MT

No man from Whitehall, no politician can substitute for the flair of the businessman, for the man who says, “I want to build up a business.” Gosh, I wish I had more of those. We have to create the background which enables those to do it. Leon BrittanLeon is quite outstanding. It's an enormous department, and you need someone who can get a grip on the whole. He'll do it.

One paper this morning described the appointment of Lord Young as a last minute attempt to wave the magic wand. Again, what does he know of the Black Country brickie, out of work, trying to find a job?

MT

[sighing] There are no magic wands to wave. That is one message I have been trying to get across for a long time. There haven't been throughout history. There's been ability, talent, hard work, good design, marketing. No magic wands. David Young is very good, knows the whole enterprise world. I've taken small businesses to that department because I really want more people to start up on their own. Big businesses start from small ones. He knows all that. But don't go looking for magic wands, they don't exist.
