Nigeria's new military rulers have lifted a night curfew imposed after Tuesday's coup and ordered all sea ports to be reopened. Only land borders remain closed. As the country gradually returns to normal, Mrs Thatcher has sent a message of goodwill to the new Head of State—President Babangida. A spokesman for the Foreign Office said it was felt that the President's initial statement had been positive—especially with regard to the economic problems facing Nigeria. The spokesman said the Foreign Secretary, Sir Geoffrey Howe, would be making his planned visit to Lagos on September the tenth and eleventh, providing those dates were convenient for the new authorities.
