Look, we're not going to get things improved unless we give people a chance, give them incentives and give them a fair chance. I hear that all over. People who work jolly hard feel they're not getting a fair deal now, because we're paying far too much in tax. This government's taken more and more in tax. It's taken more and more in public expenditure, and what's happened? We haven't got extra production, we've just got extra unemployment. So we've got to reverse that whole approach. Governments can't do things. They can give people a chance to do things for themselves. And then I believe people will really respond.

Do you believe the North West has special problems which require special attention? Maybe a special development area?

Uh …we have always, uh, given special help where we felt it was needed, because we just have to try to get jobs all over the United Kingdom. Uh, and this area certainly will have special problems. As a matter of fact, it will have increased problems from the measures announced yesterday, because you know when you put up national insurance contributions, that goes on to prices, and it goes on to prices of exports as well as to goods here. Now, a lot of goods will be exported through this area. So that will create extra problems … soundtrack ends; MT continues speaking on film
