New memo on Tunnel - CPRS paper argues for accepting political guarantee and saying the promotors [sic] should give a completion guarantee - seems to me quite wrong - Sent note to PM saying just that

Lunch with M + G [M & G Investments?] Fairland [name unclear] (John) etc.

- Not very reflective group - last budget was a non-event!
