It's not the events of the weekend that have damaged, it's what was happening which led to the expulsions of those people. We had to send them back to Moscow. The activities were such that we had to expel. We gave the Soviet Union the chance not to retaliate which we hoped they would take. They retaliated against people who are not guilty of any of those things and also retaliated against journalists. That was their choice. I had hoped that we were entering a new era in these matters as well. I think the world knows that we're not.
