"She told the audience that not nearly enough publicity is given to the fact that our balance of payments were now consistently in the black. The economy is improving and we should be in a good position to take advantage of this upturn in world trade when this occurred. She spoke of the need to alter attitudes to law and order so that law-breaking was no longer acceptable".
