EC budget: FCO record of conversation (“informal record” of Fontainebleau European Council) [settlement of British budget question] [declassified 2008]

The original document will surely makes its way to TNA, but is not available presently (Jun 2015). (The files are now available at FCO30/5961-62: note Aug 2023). The record is significantly fuller than those generally kept by the FCO for European Councils, particularly in giving accounts of bilaterals and discussions between Foreign Ministers. No formal minutes are supposed to be kept by the Council itself, although an informal “proces-verbal” may exist in the archive of the European Council in Brussels.
