Economy & Europe: Gow notes (MT meeting with Terence Higgins) [“only thing that would make Europe sit up would be to withhold”] [released 2011]

Document type: Declassified documents
Source: THCR 2/6/2/16 f61
Editorial comments: T.H. is identified as Higgins by the reference to his time as Economic Secretary (under Heath). The appointment diary gives two possible dates for the meeting - 18 March or 24 July. The former is marginally preferable, because of the reference to withholding - if that is the word. Gow's notes are always difficult to read, and in fact the crucial word seems incomplete.
