MEMORANDUM FOR MR ROBERT C. McFARLANE THE WHITE HOUSE

SUBJECT: Public Diplomacy, South Africa

In response to your memorandum of November 1, 1985, the State Department intends to proceed with the Public Diplomacy Program on South Africa as described in early October to the SPG. The IPC has met to review developments since that October meeting and to set plans for the future.

Your memorandum recommends reprogramming of $15 million from existing AID resources to be used in expanding AID's programs in South Africa. A review of AID resources finds that AID lacks the funds necessary to make a reprogramming of this magnitude. Once the FY 86 budget levels are set, we will have to make a supplemental budget request in order to carry out the expanded AID program in South Africa.
