Editorial comments: 1530-1830. The document was compiled by senior officials from the Council Secretariat, who sat in on the meetings. In this sense it can be termed ‘official’, although its status in truth is rather obscure. It is not clear whether Heads of Government were aware of its existence. Certainly national governments seem to have had no access to it. (No record of the crucial after dinner discussion at Bremen has been traced in the Council archive, probably because officials were absent.)
