| Editorial comments: | Declassified July 1987 during the Iran-Contra affair. It is not clear from the documents whether they ever reached President Reagan, still less whether he acted upon the suggestion they contain. Despite best efforts to redact the identity of the European country and its leader, the document clearly refers to Britain and MT. Note the reference to 'HMG'. |
