Attached at Tab A is a letter from you to Prime Minister Thatcher responding to her letter of yesterday explaining how the British government plans to handle public presentation of the American decision to certify Argentina’s progress in human rights. Your reply is positive and stresses our willingness to work with PM Thatcher in the public handling of this issue.
