Reply to Mrs. Thatcher on New Delhi Commonwealth Communique

Mrs. Thatcher wrote the President at the end of November (Tab B) both to give him background on the Commonwealth Heads of Government meeting in New Delhi and to explain the Conference’s Communiqué.

Our recommended reply (Tab A), which is based on a State draft, expresses understanding for the Communiqué’s language. Speechwriters have cleared the text. A memorandum to the President is at Tab I.

RECOMMENDATION
That you sign the memorandum at Tab I forwarding for the President’s signature a reply to Mrs. Thatcher.
