A brief account appeared in The Times, 30 August 1990: "Earlier, Mrs Thatcher had cited the pivotal role of the United States in the Gulf emergency to emphasise its importance to discussions on the future security structure of Europe. She told Finnish businessmen that the US was "the world policeman" and could not be left out of such decision-making."
