POINTS FOR SPEECH AT AMBASSADOR'S DINNER

1. A country you've always wanted to visit because of its great reputation in Britain for resolute defence of its independence.

2. Determination to go ahead with visit despite gathering international crisis in the Middle East. Important at such times to talk with our true friends.

3. Recognition for particular role which Finland has been playing in the UN Security Council.

4. Grateful to Prime Minister Holkeri for coming this evening. Recall his successful visit to Britain. We like all Finnish Prime [end p1] Ministers but specially Conservative ones.

5. Know how things are changing in your part of the world, with great developments in the Soviet Union and the neighbouring Baltic Republics. Recognise Finland's tremendous expertise and look forward to getting your assessment of how we should go forward in relations with the Soviet Union.

6. But most important of all, the visit cements relations between Britain and Finland. Say in passing how much you regret the death recently of Professor Pennanen who did so much for relations with Britain as Chairman of the Finnish-British Societies. [end p2]

7. We have trade: we work well together in a lot of other areas: but the feeling between Britain and Finland goes deeper than that. It comes from the deep attachment of both of us to democracy and to our national identity and our utter determination to defend those in all circumstances. You cannot have a better or firmer foundation for friendship than that. It is a great privilege to be here to set the seal on that friendship.
