The PM visited 12,000th council house sold by GLC at Havering in Essex and defended new Housing Act.

She said everyone should have the chance to own a home and it would improve the general quality of housing.

The changes forced on the Bill during its passage through Parliament were not a significant set-back: the Government got 95 per cent of what it wanted despite the noise made by Labour MPs.

Demonstrators with placards and banners met her when she arrived to hand the deeds to the new owners.
