Editorial comments: Available on CD-ROM only. Morning. Additional material from Guardian, 19 April 1978: "I can confirm that such a committee was appointed under Lord Carrington, and it reported a long time ago. If the present Government has abandoned its own emergency committee I shall be absolutely amazed. I have nothing more to add" the "bulk" of the press conference was taken up by the leak. "Forty of our candidates are union members". See also Bucks Free Press, 21 April 1978: "Having said immigrants agreed with her policies on immigration control, saying they thought it necessary because without racial harmony would be damaged, she told a Press Conference of her intent once in office to amend the new Race Relations Act. It would, she said, be necessary under the amendment for prosecution to prove "an intent to offend". At present the Act was too narrowly defined; it needed broadening to ensure freedom".
