Subject: Presidential message on Harrod’s bombing

1. This cable transmits the text of a message from the President to Prime Minister Thatcher on the bombing of Harrod’s department store. White House does not plan to release the text but we have no objection if HMG wishes to do so. There will be no signed original.

2. Begin text:

Dear Margaret:

On behalf of the American people, I wish to extend our sincere sympathies and condolences to the people of Britain for the losses suffered in the wanton terrorist bombing of Harrod’s department store. Please assure the injured and bereaved that they are in our thoughts and prayers. [end p1]

We remain resolved, as I know you are, to eliminate these cowardly acts of senseless violence.
